Is IPTV legal in Canada? A plain-English guide for 2026
Is IPTV legal in Canada? The technology is, but the source matters. What Canadian courts have done about unlicensed streams, and what to check before you pay.
It is one of the most searched questions about IPTV in Canada, and the honest answer has two parts. IPTV as a technology is legal. Whether a particular IPTV service is legal depends on whether it has the right to distribute what it streams. This guide explains the difference, what Canadian courts have done in recent years, and what you can check before you subscribe to anything.
This guide is general information, not legal advice. If you need advice about your own situation, speak to a Canadian lawyer.
The technology is legal
IPTV simply means TV delivered over an internet connection. Some of the biggest TV services in Canada work this way. Bell’s Fibe TV, for example, is an IPTV service delivered over Bell’s network. Watching TV over the internet is ordinary and lawful.
The source is what matters
Channels, films and live sport are protected by copyright. A service that streams them needs permission from the people who hold the rights, usually through licensing deals. When people ask “is IPTV legal?”, they are really asking whether the service they are looking at has those rights.
Canada’s Copyright Act is enforced in the courts, not by the CRTC. Most of the action in recent years has been aimed at unlicensed services and the sites that distribute them.
What Canadian courts have done
| Year | What happened |
|---|---|
| 2019 | The Federal Court issued Canada’s first order requiring internet providers to block access to an unlicensed IPTV service, known as GoldTV. The Federal Court of Appeal upheld it in 2021. |
| 2022 | The Federal Court granted the first “dynamic” order, letting broadcasters have internet providers block unauthorized live streams of NHL games while the games were on. |
| 2024 | The Federal Court granted a permanent injunction (2024 FC 1082) requiring internet providers to block unauthorized streams of live NHL, NBA and Premier League games, with the option to add other live sports. |
| 2026 | Rogers publishes a notice explaining that access to some unauthorized live sports streams may be disabled under Federal Court order T-743-24. |
In practice, this means some unlicensed streams, especially of live sport, can stop working in Canada during games because they are blocked at the internet provider level.
What about viewers?
Court action in Canada has mostly targeted the people running unlicensed services, not individual viewers. That does not make watching unlicensed content safe or lawful. Canada also has a “notice and notice” system: rights holders can send infringement notices, and internet providers must forward them to the subscriber. According to the Government of Canada, receiving a notice does not by itself mean you infringed copyright or will be sued, and statutory damages for non-commercial infringement are capped at $5,000.
The simplest way to avoid all of this is to choose a service that is entitled to sell what it streams.
How to check an IPTV service before you pay
- Ask the question directly. Ask the provider whether it has the right to distribute the channels and content it offers. A serious provider will answer clearly.
- Be wary of “everything for almost nothing”. Thousands of premium channels and every sports league for a few dollars a month is a reason to ask more questions.
- Look for a real business behind the site. A way to reach a person, written refund terms and clear payment details are good signs.
- Watch out for “lifetime” deals. A one-off payment for permanent access is not a sustainable model.
- Read the terms before paying, including refunds and renewal.
